Earlier this year, the President’s FY2016 budget requested a budget of $3.39 billion for LIHEAP. [In addition to $3.19 billion in formula grants, part of this request includes $200 million for a new “Utility Innovation Fund”.] The administration also requested funding for mandatory ‘energy trigger’ mechanism. The discretionary funding level is an increase over last year’s request of $2.8B; however, it is still short of the $3.4B enacted level this year.
